About the project
Public sector entities are exposed to constant pressure from numerous stakeholders regarding the improvement of transparency and accountability in the provision of their services. Such expectations cannot be met by the existing set of external financial reports, which are standardized and/or regulated within the public sector. Therefore, alongside financial reporting, a noticeable trend in the development of non-financial reporting has emerged over the last twenty years. The obligation of non-financial reporting, i.e., sustainability reporting, is part of the broader concept of sustainable development, which is gaining increasing importance at both the global and national levels. Consequently, all organizations, and especially those in the public sector, should support sustainable development through a transparent and socially responsible reporting system. Existing international research indicates that, despite the significance and need for non-financial reporting (i.e., sustainability reporting), this type of reporting remains scarce among public sector entities. In the Republic of Croatia, this area has been investigated by only a few authors, who have highlighted a significant lack of knowledge regarding non-financial reporting in the public sector. Therefore, the subject of research within this project is of exceptional importance, as it focuses on the quality of available sustainability reports using the example of state-owned enterprises, the challenges in implementation, and the perception of the utility and usage of said reports in the context of improving the transparency and accountability of public sector entities in the Republic of Croatia.
